Mask requirement explained; updated confirmed case list for Pecos County

People in Pecos County are now required to wear a face mask while out in public. The state of Texas informed the county on July 17 of the change, despite the county still being under the exemption level of 20 active case set by Gov. Greg Abbott's executive order GA-29.

As it turned out, the county topped 20 active cases by July 21, and sits at 19 active cases as ofJuly 24. The county would have to be under 20 active cases for 30 days in order to again be exempt from the mask order. 

The governor's mask requirement allows law enforcement to issue a warning on the first violation, and up to a $250 fine for each additional violation. No one can be arrested for not wearing a mask.

According to Pecos County Judge Joe Shuster, people are now required to wear a mask covering their nose and mouth when they are in a group – be it indoors or outdoors – and when entering a business or public building.

“Common sense goes a long ways in this deal,” he said. “I use that definition of common sense knowing that it is not the same to some people as it is to others.”

People do not have to wear a mask while exercising outdoors (unless they are with a group), when driving, or when at home (unless around people who don't live at the house).

“You need to wear a mask when you are around a group of people where you can't social-distance,” Shuster said. “You should wear a mask inside and outside when you are around other people.”

Shuster said that is fine to walk through a parking lot without a mask on as long as you are not among a group of people and are able to social distance.

Pecos County is able to continue under Phase 3 capacity levels of 75% occupancy for businesses. If the county sees more than 45 active cases – of five consecutive positive tests without a negative test – it would have to roll back to 25% occupancy under current orders.

Active cases

Among the new local cases this week is a 72-year-old male with unknown contraction who is being hospitalized in an isolation unit at Pecos County Memorial Hospital. The man, who was tested July 7 at PCMH and listed as Case #102, is the first local confirmed case to be hospitalized in the county.

Previously, two Pecos County women – ages 78 and 80, were hospitalized at Odessa Regional Hospital. Both have recovered.

A 43-year-old man was hospitalized at Lubbock Covenant Hospital, and has been released to self-quarantine at home. A 78-year-old Pecos County man who tested positive in El Paso remains hospitalized there.

But a 63-year-old female resident at Focus Care in Fort Stockton is hospitalized at UMC Lubbock. 

Caution

“The basics are the best: wear a mask, wash your hands frequently and, if in doubt, wash again and keep your distance from others,” said Lind Howard of Cactus Health Services. “If you feel you must have that party, gathering, celebration or close-up and personal relationships with many different individuals, do so with the knowledge that you are putting yourself at risk as well as risking the health of others.”

Howard said that some people who tested positive, but did not require hospitalization, still went through a period of feeling bad and took time to completely recover from the virus.

She also pointed out that it has not been proven that someone who has had the virus now has immunity from catching it again, nor are they immune from spreading the virus to others.

“Too much is still unknown about this virus and although many do recover fully without hospitalization, there are many that have not recovered at all,” Howard said.

Howard encouraged people to wear a mask around other people and to social distance.

“If you feel you must have that party, gathering, celebration or closeup and personal relationships with many different individuals, do so with the knowledge that you are putting yourself at risk as well as risking the health of others,” she said.
